All but two of the Carmi City Aldermen were present to vote Tuesday night to move forward on a grant proposal to fund a new water main project on Elm and Fifth Streets. Alderwoman Lacey Bradshaw and Alderman Tracy Nelson were absent. Fifteen minutes before the regularly scheduled council meeting, a hearing was held by Brown and Roberts Engineering to inform the public that the City of Carmi was applying for a CDBG* grant from the Department of Commerce and Economic Opportunities (DCEO) to replace the water main on Elm Street and a couple of blocks on Fifth Street.
Brown explained that the city will request $1,331,276 in CDBG public infrastructure funds, which will benefit 64.6% of low to moderate income individuals in this particular area. The city will request $1,291,276 in grant funds to construct the project, and $40,000 for DCEO activity delivery costs. The amount of CDBG funds proposed to be used for the activities will benefit low and moderate income persons, and it will be $860,004. The proposed CDBG-funded activity that the city is applying for will not displace any person as a result of the project, Brown said. The housing and community development needs were identified and prioritized by the city. The city will have the DCEO/CDBG records on file at City Hall, and citizens may contact the city clerk to access them.
