Approve, January 6, 2026, Council Meeting Minutes.

Approve December 2025 Financial Reports for the City of Carmi and Light & Water Departments.

Approve and authorize January 2026 vendor invoices for the City of Carmi and Light & Water Departments.

For council consideration, discussion and possible approval:

1. Approval of Stop-Loss Insurance Renewal Proposals for 02-01-2026 to 01-31-2027.
2. Resolution 01.20.2026; A resolution regarding the City of Carmi Police DUI CD (Renewal).
3. Contractor’s Partial Payment Estimate – Wiggs Excavating – Job 25-061 Radio Read Water Meters in the amount of $548,633,80 – Payable from IEPA Loan.
4. Brown and Roberts, Inc. Job 2025-061 Radio Read Water Meters C & O in the amount of $21,800.10 – Payable from IEPA Loan.
5. Agreement for Engineering Services – Retainer Agreement with Brown and Roberts, Inc. for the Carmi Municipal Airport – 25226 CUL Retainer Agreement.
6. Repairs and maintenance for 6^th Street Substation approximately $40,000.
