The Illinois State Board of Education has completed an investigation of a complaint submitted on September 7, 2023 by the parents of a Carmi boy. The complaint alleged that the staff at Washington Attendance Center inappropriately restrained the student and conducted an isolated time out. Additionally, the complaint alleged that the parents of the student were denied the right to request a meeting to discuss the physical restraint, time out, and isolated time (RTO) event. The student has an Individualized Education Plan (IEP) The event was witnessed by several people and recorded on a body cam by a School Resource Officer.
