Matt Tosh of Brown and Roberts Engineering was available on Monday at the Norris City Village hall to hold a public hearing and present final documents for the water treatment plant rehabilitation project. The documents contain the project summary and environmental impact study for the new plant that will be located at the reservoir on Highway 1. The documents will be submitted to the IEPA through the public water loan program.
The Village can make full application to see if grant funding is available. Tosh said typically, 50% funding is available with a low interest loan guarantee to finance the remainder, but that can vary. DCEO grant funding is also a possibility to access funds. Tosh said Norris City would be able to get funding under a hardship qualification with an interest rate as low as 1% and a 30 year term of repayment.
The estimated cost for the new plant at this time is just under $6.4 million, with a cautionary note that that estimate could increase as well as interest rates on loans to finance the project. A public comment period remains open until March 6 and the public can leave a comment at Norris City Village Hall or the IEPA.
