The Enfield Board of Trustees’ meeting of August 19, 2014, was called to order by Mayor Tom Harbour. Board members present were Jim Bolin, Patricia Myers, Shirley Myers, Maury Black, Aaron Dauby, Joe Albright, Mary Doermer, and Steve Bishop. John Stanley, the attorney with Botsch & Associates was in attendance. Several concerned citizens were also present. The m inutes of the July meeting, and the Treasurer’s report were approved. Bills and water adjustment were approved for payment.
Old business: At the July meeting, Steve Thomas and Reva Roman requested the town’s assistance in getting utilities and roadway to their property on the edge of town. Mayor Harbour wants to get Shawnee Professional Services to survey the plat and mark the boundaries and right-of-ways for a possible opening of Logan Street between Wilson and Walnut Streets. JULIE will also have to send out their flaggers. A motion to engage SPS for this project was made, passed and approved by vote.
New business: Ronda Pierce has a double-wide 1996 house trailer on her property and is now requesting the old house in front of it be destroyed by a controlled burn by the town. Utilities will need to be changed over to the trailer. Steve Bishop said he will work on it. The burn was approved by vote.
John Stanley of Botsch approved the new budget. The 2014-2015 budget was passed by a vote of the board. A Tax Levy Ordinance was passed as well, and all original documents signed and sealed will be delivered to Paul Dozier’s office.
Police report: Albright warns of a new increase in phone scams in the area. He advises people to not give out their bank numbers or personal ID information over the phone, especially if they have not inquired about the services in advance. Credit cards are safer than debit cards if you are giving purchase information; they are backed by a large banking corporation. Call the Sheriff’s office if you have any suspicious calls.
Albright also said town drivers need to be cautious of children who are now walking to and from school. Maury Black asked if there was any progress on the dogs that were getting out and scaring people. At that point, Mayor Harbour called an executive session, which lasted for 8 minutes.
Back in meeting, the meeting continued. Steve Roush’s house has been vacated, but people are still seen coming and going. Albright said he would call Roush and see if it has been rented out.
Utilities report: Steve Bishop reported that he looked for a new snow plow on craigslist.com and found one with minimal use and in good shape for $12,000, with installation of a sand spreader by the owner. When the old mower was taken for repairs, the loaner they gave the village was a Cheetah, which is much faster and more powerful that the other mower. It has only 50 hours of use. It is for sale for $3,798. A motion was approved to purchase both, by a unanimous vote. The old snowplow will be kept as a back up and for heavy work with cement clumps and pulling stumps, etc. The snowplow will be purchased from the Backhoe Fund, and the mower will be purchased from three other funds, by withdrawing $1,266 from each.
Mule Day is the first Saturday in October. A resolution was passed to close Main Street, including the Rt. 45 closing, for the Mule Day Parade. The Masonic Lodge Car Show will be Oct. 18, 2014
Some mowers in the community are having a struggle with deep ruts left by recent flooding. Yards with minimal difficulty are being charged the same as the very labor-intensive yards at $50.00 each. A proposal was made to charge by the hour and make a map of problem areas. The Board will sent out letters.
A motion to adjourn was made at 8:55 pm and approved by all.
