LOUISVILLE…State Rep. Darren Bailey (R-Xenia) is informing local gun dealers and Second Amendment defenders about the public comment period now under way on newly proposed rules for gun sales issued by the Illinois State Police (ISP).
“Last week the state police filed their proposed rules for the new gun dealer licensing law,” Bailey said. “This is the chance for small businesses and Illinois residents who are interested in the Second Amendment to express their opinions about the rules and regulations within the next 45 days.”

The proposed rules are not final and will more than likely change between now and when the Joint Committee on Administrative Rules (JCAR) takes action on them. Individuals interested in offering comment on the proposed rules may submit comments, data, views or arguments regarding the proposed rules. The submissions must be in writing and directed to:

JCAR is a bipartisan, 12-member legislative oversight committee created by the General Assembly in 1977. The committee is authorized to conduct systematic reviews of administrative rules promulgated by State agencies. JCAR conducts several integrated review programs, including a review program for proposed, emergency and preemptory rulemaking, a review of new Public Acts and a complaint review program. In addition to the review of new and existing rulemaking, JCAR monitors legislation that affects rulemaking and conducts a Public Act review to alert agencies to the need for rulemaking.
