An ethical conduct ordinance sent by Brown and Roberts Engineering to the Village of Norris City will, if implemented, put the Village’s nepotism policy at odds with the ordinance, Village Attorney Nathan Rowland explained to the board. The engineering firm sent a sample waste, fraud and abuse ordinance to the Village to be attached to the new DCEO grant for the Village’s Phase 4 water project. After an explanation of the conflict, the Mayor recommended doing away with the nepotism policy and put the board in charge of hiring and firing Village employees.
