Mayor Roy Kissel reported to the Norris City Village Board on Tuesday, Jan. 2, that Josh and Danielle Healy have signed for the purchase of the property at 400 Boyd St. for construction of Wild Bunch Athletics, and are ready for tree removal work to begin. The TIF funds will be helping them with that project.
Three members were missing on Tuesday night and only Norm Trousdale, Judy Daubs, Carl Whipple, and Joe Skaggs were available to vote as the meeting came to order at 7 p.m.. The December minutes and Treasures report were approved and the December bills were approved for payment.
There were no visitors available for comments. There was no animal control report.
The police report conveyed five incidents: Forgery, Possession Paraphernalia, Lost Property, a Vehicle Accident, Retail Theft, all with zero arrests and one citation for the possession charge.
Officers participated in the “Kids and Cops” at Walmart held before Christmas, along with Carmi officers, WCSO deputies and others. Officers Dale and Stokes also delivered Christmas gifts from the Dollar General’s toy drive. Officer Tharp spoke to employees of WOVSED who make home visits, discussing safety, difficult situations, and alternatives.
It was stated that the share of the upkeep for the Norris City Ambulance building woud only be $750 this year, rather than the $2000 usually allotted. The board voted to approve that for the annual contribution.
There was revision of the non-highway vehicle ordinance #O-11-02. Vehicles must be certified with the Village and inspected. It also eliminates the language of “operation between legal sunrise and sunset.” The new ordinance #O-18-01 amends the old one.
A new ordinance prohibiting sexual harassment was passed #O-18-02.
TIF District updates: No change in the status for DoOver Decor and no change to report about Shorty’s. They are still working on obtaining a site.
The next meeting will be Feb. 5, 2018 at 7 p.m.
